The two files below provide a detailed explanation of the measures included in the dataset and their sources. They should be consulted together.

For each year of consolidation, the Word file provides a qualitative description of the adjustment including its motivation and the rationale for exogeneity.

The Excel file presents for each country and for each year the list of fiscal innovations (i.e. new measures unexpected and announced and revisions to past announcements).
